Management Team

Paul M. Hoffman, Managing Director

Mr. Hoffman has been actively involved in real estate development, finance and acquisition since the late 1980’s. Prior to co-founding CCG, he spent 3 years as the senior acquisitions associate for the low-income housing group of Edison Capital (formerly Mission First Financial), a pioneer and leader in the tax credit industry since its inception. During this time, he was directly responsible for closing more than 50 partnerships and investing approximately $275 million in the low-income housing program nationally. Additionally, Mr. Hoffman structured and closed a $38 million private placement syndication with a single corporate investor, which was one of the first syndications within the industry to provide a credit-enhanced guaranteed yield.  

Mr. Hoffman has significant experience in structuring both conventionally and tax-exempt bond financed transactions, negotiating partnership agreements, performing and reviewing economic and market related financial due diligence, and comprehending highly technical tax issues. This experience is frequently solicited by government entities, developers, lenders, consultants, appraisers, tax professionals and corporate investors who require answers to questions related to tax credit transactions.

Mr. Hoffman holds a computer science engineering degree from the University of Pennsylvania and a master’s degree in finance from the Marshall Graduate School of Business at the University of Southern California, where he graduated with highest honors.

Mr. Hoffman has specialized in real estate litigation, finance, and tax matters since beginning his legal career in the late 1980’s. Prior to co-founding CCG, he maintained an active legal practice at Stark & Stark, a prestigious central New Jersey law firm. Mr. Hoffman has represented numerous sophisticated corporate clients in the areas of federal and state civil litigation, including real estate, commercial litigation, Internet law, copyright, trademark and tax.

Mr. Hoffman is skilled in negotiating contracts, facilitating agreements, reviewing corporate documents, and resolving complex commercial issues. In addition, he has significant experience troubleshooting regulatory matters and interfacing with government officials.

Mr. Hoffman received his undergraduate degree from Duke University, graduating with high honors, majoring in english and minoring in economics. He obtained his J.D. from Cornell Law School, graduating cum laude, with a concentration in business law. Prior to entering private practice, he served for two years as judicial law clerk to the Honorable Roger B. Andewelt of the U.S. Court of Federal Claims in Washington, DC.

Mr. Hoffman served three full terms on the Board of Directors of Preservation New Jersey, and was especially active on its Public Policy Committee where he co-authored proposed legislation for a New Jersey State Historic Rehabilitation Tax Credit. Mr. Hoffman is a current member of the New Jersey State Bar Association, and also a past member of the Pennsylvania Bar Association and the Bar Association of the U.S. Court of Federal Claims.

Robert A. Plotka, CFA, Managing Director

Mr. Plotka has almost three decades of experience in the financial services industry, including mergers and acquisitions, strategic planning, MIS consulting and financial analysis. Prior to co-founding CCG, Mr. Plotka managed the development and implementation of new business opportunities at Automatic Data Processing/Brokerage Information Services Group (“ADP/BISG”). His activities included mergers and acquisitions, strategic planning, deal structure negotiations, company and systems integration, and corporate re-engineering. During this time period, he also managed the corporate and systems integration of a newly acquired fixed-income back office processing company.

Before obtaining his graduate degree, Mr. Plotka served as a MIS consultant for Andersen Consulting’s Financial Services Group and a mortgage-backed securities analyst for Thomson McKinnon Securities.

Mr. Plotka holds a bachelor’s degree in economics from the University of Pennsylvania and a master’s degree in finance and marketing from the Marshall Graduate School of Business at the University of Southern California, where he graduated with high honors and received the Albert T. Quon University and Community Service Award. In addition, Mr. Plotka is a Chartered Financial Analyst.


Professional Staff

Matt W. Workman
Chief Credit Officer

Mr. Workman has nearly a decade of financial and analytics experience with companies ranging from seed-stage to Fortune 50. Before joining CCG, he served 5 years as a Senior Analyst for Enphase Energy Inc., an international leader in solar technology. During his tenure, Mr. Workman effectively managed a spend category exceeding $100 million annually and was directly responsible for a 6% margin increase amidst a 10x growth phase. As a passionate advocate of solar energy and charged with Enphase’s financial strategies related to global fulfillment and operations, he successfully implemented a variety of new partnerships and practices, enabling expansion into emerging markets previously devoid of solar technology.

Mr. Workman is skilled in predictive analytics, risk assessment, financial modeling, negotiating partnership agreements, non-profit management, and business strategy. He has provided valuable guidance to multiple early-stage companies, offering expertise on efficient scaling methods and best practices for financial modeling.

Mr. Workman holds an undergraduate degree from Michigan State University, majoring in Economics with a dual emphasis in Entrepreneurial Business and Behavioral Economics.

Anya Baum Davis, Asset Manager

Ms. Davis has specialized in publicly supported real estate development with a focus on tax credit finance since the mid 1990’s.

As a member of the CCG Asset Management Team, Ms. Davis is responsible for the asset management of tax credit transactions in CCG’s ever-growing investment portfolio. This includes the review and analysis of each individual project’s results, the monitoring of day-to-day issues raised by sponsors, annual operating budget review, tax return and financial statement review, tax credit compliance review, and preparation of quarterly performance and compliance reports for each of the institutional clients. 

Before joining CCG, Ms. Davis worked as a project manager for Genesis LA Economic Growth Corporation where she managed real estate loans and tax credit investments from initial review through closing while assisting in the preparation of their New Markets Tax Credit Applications resulting in awards totaling $130 million. Prior to Genesis, Ms. Davis worked as an assistant project manager for Simpson Housing Solutions where she managed affordable multi-family housing construction closings financed with a combination of tax-exempt bond debt and low income housing tax credit equity.

Ms. Davis holds a bachelor’s degree in architecture and urbanism from Smith College, a master’s degree in finance from the Anderson School of Business at UCLA, and a master’s degree in urban planning from School of Public Policy and Social Research at UCLA. She is actively involved with the Los Angeles District Council of the Urban Land Institute and is a member of the Los Angeles Conservancy and the American Planning Association. 

Kaiya K. Fox, Asset Manager

Ms. Fox has more than a two decades of real estate experience, including real estate development, acquisition and asset management.

As a member of the CCG Asset Management Team, Ms. Fox is responsible for the asset management of tax credit transactions in CCG’s ever-growing investment portfolio. This includes the review and analysis of each individual project’s results, the monitoring of day-to-day issues raised by sponsors, annual operating budget review, tax return and financial statement review, tax credit compliance review, annual site visits, and preparation of quarterly performance and compliance reports for each of the institutional clients.

Previously, Ms. Fox worked as an assistant director of leasing for GDA Real Estate Services overseeing more than 2 million square feet of commercial properties. During this time, she also gained significant real estate acquisition experience by analyzing potential purchases, generating pro forma statements to support the evaluation process, and working extensively on the due diligence process. 

Ms. Fox received her undergraduate degree from Bowdoin College, majoring in neuroscience.

Charmaine E. Latapie, Asset Manager

Ms. Latapie has almost two decades of real estate experience, including transactional law, finance and acquisitions and dispositions on behalf of institutional investors.

As a member of the CCG Asset Management Team, Ms. Latapie is responsible for the asset management of tax credit transactions in CCG’s ever-growing investment portfolio. This includes the review and analysis of each individual project’s results, the monitoring of day-to-day issues raised by sponsors, annual operating budget review, tax return and financial statement review, tax credit compliance review, and preparation of quarterly performance and compliance reports for each of the institutional clients.

Prior to joining CCG, Ms. Latapie worked as a director in the acquisitions group at CB Richard Ellis Investors, where she oversaw all due diligence for single building and portfolio acquisitions totaling over $2 billion. In this position, she negotiated purchase contracts and directed the financial, structural, physical, environmental, leasing and legal due diligence from initial underwriting through closing. Prior to CBRE Investors, Ms. Latapie was a manager of due diligence at American Realty Advisors, where she also managed acquisitions due diligence. Ms. Latapie also has experience in mortgage lending, where she closed over $250 million in financing at George Smith Partners, Inc., and has over three years of transactional real estate experience.

Ms. Latapie holds a bachelor's degree in psychology from UCLA, a juris doctorate from UC Hastings College of the Law, and a master's degree in business administration from the Anderson School of Business at UCLA.

Barbara Long, Accountant

Ms. Long has more than two decades of accounting experience, including both public and private industry accounting.

As a member of the Accounting Department, Ms. Long handles the accounting and book-keeping. Among her current assignments, Ms. Long serves as the liaison to outside accountants and auditors and responds to inquiries from the Internal Revenue Service and state agencies. In addition, Ms. Long tracks all investments for delivery of tax returns, K-1's and financial statements and works with the CCG asset management team to resolve any discrepancies.

Previously, Ms. Long worked for Arthur Andersen, LLP in their tax division. Following her work there, Ms. Long went to work as an Accounting Manager for a healthcare information company in Baltimore, MD. During her tenure there, she was heavily involved with systems integration pursuant to the company’s acquisition of a Michigan-based company. Ms. Long also worked closely with outside auditors as the company went through an initial public offering.  Following her relocation to North Carolina, Ms. Long accepted a position as Controller for an employee leasing company where she worked with the outside auditors and helped the company through an accounting system change.

Ms. Long attended the University of Delaware and earned a bachelor’s degree in accounting with a minor in management information systems. Ms. Long also earned her CPA license in the State of Maryland.

Sabrina N. Arnold
Accountant

Ms. Arnold has more than a decade in the Commercial Real Estate Industry in various accounting-related roles.

Prior to joining CCG, Ms. Arnold began her professional career in the gaming industry as an auditor for Harrah’s Casino in Pompano Beach, FL. Then, Ms. Arnold spent almost 10 years with Midgard Group, Inc., a vertically integrated commercial real estate and development company. At Midgard, as an Assistant Controller, she led several software transitions and upgrades coupled with many years of clean audits. After leaving Midgard, Ms. Arnold went into consulting for small businesses and served as the Director of Accounting for a newly formed commercial real estate firm that was crowned South Florida Business Journal’s fastest growing company in 2023. While serving the firm, she organized and trained the Accounting Department and led a successful software integration while navigating the challenges that come with a quickly growing entity.

Ms. Arnold holds a bachelor’s degree in international marketing and finance with a minor in political science from the University of Miami. She resides in South Florida where she enjoys traveling and water sports.
